From National Participation to Global Decision-Making: RAB Germany at UNHCR

Zohra Wandaa recently contributed to two UNHCR events exploring how to strengthen meaningful refugee participation in asylum systems and global decision-making. At an online side event at the 2026 UNHCR–NGO Global Consultations and a Lunch & Learn at UNHCR Headquarters in Geneva, she shared perspectives on the importance of embedding refugee participation in policymaking at national and international levels.

The online event, “Supporting the Participation of Asylum-Seekers and Refugees through Engagement in Policy Design and Asylum Systems Reform”, brought together experiences from different national contexts. Discussions highlighted the need to move beyond consultation and ensure that refugees can meaningfully influence decisions affecting their lives. Other key points included the importance of inclusive representation and the establishment of institutionalised and sustainable participation mechanisms within asylum systems.

On 6 October, Zohra also contributed to a Lunch & Learn at UNHCR Headquarters in Geneva, co-organised by Refugees Seeking Equal Access at the Table (R-SEAT) and UNHCR’s Global Compact on Refugees Section. Drawing on her experience with RAB Germany, she emphasised the importance of linking national participation with global decision-making. Meaningful participation requires bringing refugees’ realities and priorities into international discussions while ensuring that global commitments translate into action at the national level.

Building on findings from the GRF Progress Review 2025, the exchange in Geneva also looked ahead to the Global Refugee Forum 2027. Together, the two events underlined the importance of creating lasting structures that enable refugees to shape policies and contribute to decisions at all levels.
